Biography:

Following a family tradition, in 1968 Russell R. McKinney joined the firm established by his father in 1947. While Mr. McKinney's practice focuses on the areas of Personal Injury, Product Liability and Insurance, he has always practiced in the fields of Wills, Probate, Trusts and Estates, Business and Agricultural Law, as well as Water Law.

Mr. McKinney has served as a Judge Pro Tem for the Tulare County Superior Court/Visalia Municipal Court. Since 1995 he has also served as an arbitrator with the Tulare County Judicial Arbitration Program.

Mr. McKinney is recognized for his experience as a Trial Lawyer and in the fields of General Personal Injury, Product Liability and Professional Negligence.

Professional memberships include the Tulare County Trial Lawyers Association (formerly Trial Lawyer of the Year, and President, 1971-1972, 1991-1992), Central California Trial Lawyers Association, the Consumer Attorneys of California (Former Member, Board of Governors over a period of about ten years), the Association of Trial Lawyers of America, and Business Trial Lawyers of Central California.

In 1967 Mr. McKinney earned his J.D. (Juris Doctor) degree from the Hastings College of Law, University of California; Stanford University, B.A., 1964, and as a non-resident student, he graduated and received his diploma from the U.S. Naval War College in 1995.

He served as a commissioned officer in the U.S. Navy Reserve, Judge Advocate General's Corps, for over 21 years before retiring at the rank of Captain. His many Navy assignments included doing the Country Law Study of Lithuania in 2002, required by the U.S. Senate as a prerequisite of allowing entry into the North Atlantic Treaty Organization (NATO), serving in a senior officer billet on the staff of CINCPACFLT in Hawaii, serving in the litigation department at the office of the Judge Advocate General in Washington D.C., and serving on a teaching team in the Pacific where he taught Trial Advocacy.

Mr. McKinney is a member of the Rotary Club of Visalia, the Visalia Racquet Club, and serves on the Board of Directors of Police Activities League of Visalia, California. He is a life member of numerous organizations including the Stanford Alumni Association, the Naval Reserve Officer's Association, the Reserve Officer's Association and the U.S. Naval War College Foundation.
